Huang Guanchun, male, Han nationality, is a native of Ezhou City, Hubei Province. He was born in 1959, entered the work force in 1975, and joined the CPC in 1979. From 2006 to 2012, he was Secretary of CPC City Committee of Hubei Province Xiaogan City. Since July 2012, he is Vice-Governor and Director of Public Security Department of People’s Government of Jilin Province.
