Chen Mingde, male, Han nationality, is a native of Dongguan, Guangdong province. He was born in 1954, and joined the CPC in 1979. He is a senior economic engineer, and attended the executive Master's program in economics at the Guangdong Provincial Party School. As vice-mayor of Guangzhou, Chen is in charge of foreign economic and trade relations, foreign affairs, Taiwan affairs, ports, economic and technological development zones, high-tech development zones, bonded zones, the Nansha Development District, and campaigns against smuggling. He also assists Shen Bonian, executive vice-mayor of Guangzhou, in the supervision and management of state-owned assets.
