Fu XIngguo, male, Han nationality, is a native of Ninghe County, Tianjin Municipality. He was born in 1960, entered the work force in 1977 and joined the CPC in 1987. Fu graduated from Beijing Normal University with a Master Degree in 1989. From 2008 to 2012, he was Deputy Director of the State Bureau of Civil Servants.
