Guo Xiaohua, male, Han nationality, is a native of Shenxian County, Shandong Province. He was born in 1952, entered the work force in 1970, and joined the CPC in 1974. Since 2007, he is Assistant Governor and Secretary General of Heilongjiang Provincial Government. Since Jan.2011, he is Vice-Chairman of CPPCC Heilongjiang Provincial Committee.
