He Jiancheng, male, Han nationality, is a native of Jiangsu province. He was born in 1969, and received a doctorate from the Chinese Academy of Social Sciences in economics. He served as chairman of the Hua Xing Group until 1998 and in 2001 he served as senior advisor to the China E-Commerce Association. He was appointed chairman of the Supervisory Panel for State Owned Enterprises of the State Assets Supervision and Administration Commission in 2000. From 2009 to 2014 he was Vice-President of the Chinese Academy of Governance (formerly known as th China National School of Administration).
