Jiang has served as Party secretary and director of the Beijing Municipal Culture Bureau as well as Party secretary of Beijing Chaoyang District. He was elected vice-president of the Olympic Games Organizing Committee for the XXIX Olympics in 2001. Jiang was also vice-president of the Beijing 2008 Olympic Games Bidding Committee.
