Xiao Jie, male, Han nationality, is a native of Kaiyuan City, Liaoning province. He was born in 1957, entered the work force in 1976, joined the CPC in 1985, and received a doctorate from the Research Institute for Fiscal Science of the Ministry of Finance in 1995. He served as deputy governor of Hunan province from 2005 - 2007.
In 2007 he became director and Secretary of Leading Party Group of the State Administration of Taxation and a member of the 17th CPC Central Committee.
He was a member of the 18th CPC Central Committee and from 2013 to 2016 he was Deputy Secretary-general of the State Council and deputy director of State Council Leading Group for Nationwide Economy Census. From 2016 to 2018 he was named Minister of the Ministry of Finance. He is a member of the 19th CPC Central Committee. He was appointed State Councilor and Secretary-General of the State Council in 2018.
