He graduated from Lanzhou Railway Institute. He is an engineer. In 2007, he became the head of commission of discipline and inspection to Ministry of Information Industry. And in 2008, he became the head of commission of discipline and inspection to Ministry of Housing and Urban-Rural Development. From 2009 to 2013 he was Vice-Minister of Housing and Urban-Rural Development.
