Huang Zhiquan, male, Han nationality, is a native of Tongxiang, Zhejiang province. He was born in 1942, joined the CPC in 1979 and graduated from Zhejiang Agriculture College. Huang has held leading posts in Jiangxi province throughout his career, including serving as director of the Jiangxi Province Planning Committee until 1993. He served as governor from 2001-2006.
