Pan Ligang, male, Han nationality, is a native of Beijing Municipality. He was born in 1956, entered the work force in 1975, joined the CPC in 1976, and graduated from Dalian Maritime University in 1981. From 2010 to 2013, he was Director of 2nd Cadre Bureau of CPC Central Committee Organization Department. Since March 2013, he is Deputy Director of the Organization Department of the CPC Central Committee. Since May 2013, he is Vice-Minister of the Ministry of Human Resources and Social Security of State Council. He is a member of the 19th CPC Central Committee.
