Qi Jingfa, male, Han nationality, is a native of Changli, Hebei province. He was born in 1943, and graduated from Northeast Forestry University. Qi began his career at the Qiqihar Daily of Heilongjiang province, where he served as director of the newspaper. Subsequently he directed the research offices of the Qiqihar CPC Committee and the Heilongjiang CPC Provincial Committee. In 1988 he was transferred to the State Council, where he served as secretary of the State Affairs Committee.
