Shi, male, Han nationality, is a native of Wuxi, Jiangsu Province. He was born in 1932 and, in 1951, graduated from the Electric Engineering Department of Shandong Engineering Institute.
Shi spent his life as an electrical engineer. He held high level positions at provincial power plants before moving into government administration. Shi was chief engineer and vice-minister of the Ministry of Water Resources and Electric Power before the 1988 reorganization of government ministries. In 1993, he became minister of the newly formed Ministry of Power.
Shi was an alternate member of the 13th and 14th CPC Central Committees. He was a member of the Standing Committee and vice-chairman of the Economics Subcommittee of the 9th CPCC National Committee.
