Shi Zongyuan, male, Hui nationality, is a native of Baoding, Hebei Province. He was born in 1946, joined the work force in 1968 and joined the CPC in 1979.
In the late 1990's Shi served as head of the publicity department of the CPC Gansu Provincial Committee. Concurrently, he held top positions in the Party school and publicity department of the CPC Jilin Provincial Committee. In 2000 he became director of the General Administration of Press and Publications.
He was secretary of the Guizhou CPC Provincial Committee from 2005 to 2010 and is Chairman of Standing Committee of Guizhou Provincial People's Congress since 2006. Shi Zongyuan also served as an alternate member of the 14th and 15th CPC Central Committees and was a member of the 16th CPC Central Committee. He is currently a member of the 17th CPC Central Committee.
In 2010, he became Vice-Chairman of the 11th NPC Internal and Judicial Affairs Committee.
