Zhang Siqing, male, Han nationality, was born in 1932 in Luoyang, Henan Province. He joined the CPC in 1952 and had a long career in investigative, public security and judicial work. He served initially as an investigator and as an assistant judge, and then he participated in the investigations and trials of Japanese war criminals. He then worked in Hubei Province for almost 20 years as a procurator, public security officer and court official, eventually becoming one of the highest ranking law enforcement officials in that province.
Zhang became deputy procurator general of the Supreme People's Procuratorate in 1985,
and was procurator-general from 1993 to 1998.
Zhang was an alternate member of the 13th CPC Central Committee and a member of the 14th and 15th CPC Central Committees. He was elected vice-chairman of the 10th CPPCC National Committee in March 2003.
