He earned a graduate degree from the Party School of the CPC Central Committee. He was Deputy Secretary of CPC Tibet Autonomous Region Committee from 2006 to 2010. He was Deputy Secretary of CPC Jiangxi Provincial Committee from 2010 to 2012. He was an alternate member of 17th CPC Central Committee and a member of the 18th CPC Central Committee.
