Fu Ziying, male, Han Nationality, was born in 1957 and is a native of Hubei Province, Jianli County. He entered the work force in 1974 and joined the CPC in 1992. He graduated from the Hunan College of Finance and Economics in 1981 and also studied in Boston University, USA for 4 months. Fu has a PhD in economics and is a Certified Public Accountant.
He was vice-minister of the Ministry of Commerce from 2008-2011. From November 2011 to March 2017 he was Vice-Governor of Jiangsu Province. In 2017 he was named China International Trade Representative (ministerial level), and Vice-Minister of the Ministry of Commerce. He is an alternate member of the 19th CPC Central Committee.
