Han Xikai male, Han nationality, is a native of Rongcheng, Shandong Province. He was born in 1939.
Han served as a standing committee member and secretary-general of the CPC Shandong Provincial Committee. In 2002 he became chairman of the standing committee of the Shandong Provincial People's Congress.
Han was a member of the 9th CPPCC National Committee and a deputy to the 9th NPC.
