Huang Haizhou, male, Han nationality, is a native of Hunan province. He was born in 1943, and graduated from the Hefei University of Technology. In 1994 he received a doctorate from Indiana University in the USA, and in that same year he became a senior economist at the International Monetary Fund.
His articles include "Financial Syndication and R&D" (2003), "Legal Remedies for Breach of the Regulatory Contract" (2002), and "Institutions, Innovations, and Growth" (1999).
