Biography
Huang Xiaoxiang, male, Han nationality. He was born in 1956, joined the CPC in 1984, and graduated from the Chinese Academy of Sciences. He is a doctor and a senior economist. He held leading posts in Sichuan, where he served as deputy general secretary of the Sichuan Provincial CPC Committee until 1998. He was elected vice-governor of the People's Government of Sichuan Province in that same year. Huang was deputy to the 10th NPC.
