Liu Wenpan, male, Han nationality, is a native of Helen, Heilongjiang. He was born in 1941, and graduated from the Polytechnical University of Jilin, majoring in mechanical specialty. He is a senior engineer. Liu held leading posts in Yichun city, Heilongjiang, where he served as a secretary-general of the China Democratic National Construction Association until 1997. In the following year he was elected vice-president of the CPPCC of Heilongjiang province.
Liu Wenpan was a member of the 8th and 9th CPPCC.
