Biography
Lu Zhiqiang, male, Han nationality, is a native of Xi'an City, Shaanxi province. He was born in 1944, and graduated from Tsinghua University. In 1992, the State Council awarded him the expert's title for his special contributions. He enjoyed a successful career at the Development Research Center, where he became deputy director in 1995.
