Qian Zhengying, female, Han nationality, is a native of Jiaxing, Zhejiang Province. She was born in 1923 and studied at Datong University.
Qian spent her career in water conservancy engineering. She worked for both civilian and military agencies. In 1952, she became vice-minister of the Ministry of Water Conservancy and Power. She later became minister of the agency, a position which she held for almost 30 years.
Qian served as vice-chairman of the 7th, 8th and 9th CPPCC National Committees. She was also member of the 10th, 11th, 12th, 13th, and 14th CPC Central Committees.
