Tong Guorong, male, Han nationality, native of Yingkou, Liaoning Province. He was born in 1931, joined the CPC and graduated from Central-South China Institute of Political Science and Law.
Tong spent his entire career in the PLA. He began as a political instructor at a PLA Navy Base and later served as a procurator and judge for the PLA Navy Fleet. In 1977, he became political commissar of the Navy Marine Garrison. In 1998, he attained the rank of vice-admiral of the PLA Navy.
Tong was a deputy to the 13th and 14th CPC National Congresses and a standing committee of the 9th CPPCC National Committee.
