Xia Geng, male, Han nationality, is a native of Wuchang City, Heilongjiang Province. He was born in 1957, entered the work force in 1957, and joined the CPC in 1984. He was Mayor of Qingdao City of Shandong Province from 2003 to 2011. Since November 2011, he is Vice-Governor, People's Government, Shandong Province.
