Yang Huanning, male, Han nationality, is a native of Shandong province. He was born in 1957, joined the CPC in 1977, and graduated from the Southwest University of Political Science and Law in 1983. Yang held leading positions in the police force and the Ministry of Public Security, where he served as vice-minister until 2005.
