Biography
Yang Qingcai, male, Han nationality, is a native of Shuangliao, Jilin province. He was born in 1946, joined the CPC in 1971, and attended the graduate school of the Party school of the CPC Central Committee. He is a research fellow.
Yang held leading posts in his native Jilin province, where he served as deputy secretary of the Jilin Provincial CPC Committee. He is currently vice-governor of Jilin province.
