Biography
You Quan, male, Han nationality, is a native of Hebei province. He was born in 1954, and graduated from the Renmin University of
China with a master's degree in economics. He served as a researcher with the State Planning Commission, and was elected as deputy secretary-general of the State Council in 2001. He was an alternate member of the 17th CPC Central Committee.
In 2012 he became a member of the 18th CPC Central Committee and Secretary of CPC Fujian Provincial Committee.
