Yu Xinggong, male, Han nationality, is a native of Wuhan, Hubei Province. He was born in 1946, graduated from Beijing Agricultural University and joined the CPC in 1978.
Yu spent 10 years in the agricultural bureau of Guizhou province. In 1983, he became assistant to the secretary of Qianxinan prefecture. He then held positions of increasing responsibility in Guizhou province's Party agricultural offices.
In 1991, Yu became head of the Hainan Rural Cooperative Economic Administration Bureau. He later became one of the leading figures in Hainan's provincial government, becoming chairman of the Haikou City People's Congress in 2003.
