Biography
Zhang Dechun, female, Han nationality, is a native of Chiping, Shandong province. She was born in 1943, graduated from university, and joined the CPC in 1965. She held leading posts in Hainan province, where she served as a member of the CPC committee. In 2002, she became deputy director of the standing committee of the NPC of Hainan Province.
