Zhang Xingkai, male, Han nationality, is a native of Luannan County, Hebei Province. He was born in 1961 and graduated from Northeastern University. He graduated from Northeast University and received his Doctorate degree in 1994 and currently is Member of the 11th NPC Standing Committee, a Member of the 11th NPC Environmental & Resources Protection Committee, a Member of the Economic Committee of the 11th Revolutionary Committee of Chinese Kuomintang (RCCK) Central Committee and a General Engineer of the China Academy of Safety Science and Technology.
