He was born in 1956 and graduated with a Master's Degree from the Graduate School of Chinese Academy of Social Sciences in 1985. Chen studied at Harvard from 1989 to 1990 and then received a Doctorate of Economics from the Graduate School of Chinese Academy of Social Sciences in 1991.
