Chen Mingyi, male, Han nationality, is a native of Fuzhou, Fuijian Province. He was born in 1940. He studied shipbuilding and fluid mechanics at Shanghai's Jiaotong University, taught there after graduation, and then worked at an aquatic products institute in Xiamen, as dean and then vice-president.
Having joined the CPC in 1960, his first Party positions were in the CPC Fujian Provincial Committee, where he worked up ultimately to the position of secretary. He was an alternate member of the CPC Central Committee for three terms and in 1997 was elected a member of that body.
In government, Chen was vice-governor of Fujian Province in 1993 and governor from 1994 to 1996. In 2001, he became chairman of the 8th CPPCC Fujian Provincial Committee.
