Biography
Chen Shineng, male, Han nationality, is a native of Jiaxing County, Zhejiang province. He was born in 1938 and joined the CPC in 1962. He served as governor of Guizhou province until 1996, and he was elected vice-chairman of the ethnic affairs committee of the NPC in 2003.
