Biography
Guo Kailang, male, Han nationality, is a native of Shandong province. He was born in 1960, joined the CPC, and graduated from the Shandong University of Science and Technology. He served as secretariat of the general office of the CPC Central Committee until 2005, and he became vice-governor of Hunan province in 2006.
