He Min, female, Han nationality, is a native of Dalian City, Liaoning Province. She was born in 1957, graduated from Shenyang Pharmaceutical University with a Bachelor Degree in 1978, from Liaoning Normal University with a Master Degree in 1988. After that, she taught at Dalian University if Technology and earned her Doctorate Degree from here. She was Member of 10th CPPCC Standing Committee. Currently, she serves as a Member of the 11th NPC Standing Committee, Vice-Chairman of China Association for Promoting Democracy Central Committee, Chairman of the Liaoning Provincial Committee of the China Association for Promoting Democracy, Vice-Chairman of the CPPCC Liaoning Provincial Committee and Vice-Mayor of Dalian City.
