Biography

He Tongxin, Male, Han nationality, is a native of Pingyuan County, Shandong province. He was born in 1953, joined the CPC, and received a master's degree. He began working at the Hunan Chemical Importing and Exporting Company in 1981 and became manager in 1985. He served as mayor of Henyang City in Hunan province until 1996, and he was appointed vice-governor of Hunan province in that same year.

He was a member of the 8th Hunan Provincial CPC Committee.
