He Yongkang, male, Han nationality, is a native of Chengdu, Sichuan province. He was born in 1943, joined the CPC in 1972, and graduated from university. He is an engineer. He held leading posts at the Grains Bureau of Guizhou province, where he served as secretary of the leading Party group until 1998. In 2003, He served as vice-president of the CPPCC of Qiannan prefecture.
