Biography
Lei Mingqiu, male, Han nationality, is a native of Qidong, Hunan province. He was born in 1942, joined the PLA in 1962, and joined the CPC in 1964. He was conferred to the rank of major general in 1988 and promoted to the rank of lieutenant general in 1994. Lei served as a member of the 13th-16th CPC Central Committees.
Lei Mingqiu was elected political commissar of the Nanjing Military Region in 2000.
