Liu Guanghe, male, Han nationality, is a native of Xiangtan, Hunan Province. He was born in 1944, joined the CPC in 1966, and graduated from the Forest Economy Department of Beijing Forestry College. During the Cultural Revolution, he served as a deputy schoolmaster at the May 7th Cadre School.
