Lou Jiwei, male, Han nationality, is a native of Yiwu City, Zhejiang Province. He was born in 1950, entered the work force in 1968 and joined the CPC in 1973. He graduated from Tsinghua University with a Bachelor Degree in 1982 and from Chinese Academy of Social Science with a Master Degree in 1984.
Upon completion of his postgraduate studies at the Postgraduate School of the Chinese Academy of Social Sciences, Lou Jiwei worked as the deputy head of the financial and banking office group of the general office of the State Council. During the mid 1980s Lou went to work as the director of the Institute of Finance and Trade of the Chinese Academy of Social Sciences. In 1995 Lou became the vice-governor of Guizhou Province and shortly thereafter became the vice-minister of finance. In 1999 Lou became a member of the academic affairs committee of the State Council.
Lou Jiwei was the vice-minister of finance from 1998 to 2007. In 2007 he served briefly as deputy sectretary-general of the State Council and became an alternate member of the 17th CPC Central Committee. From 2007 to 2013 he was Chairman and Chief Executive Officer of China Investment Corporation (CIC).
From 2013 to 2016 he served as Minister of the Ministry of Finance and deputy director of the State Council Leading Group for Promoting Medium and Small Enterprise Development. He is a member of the 18th CPC Central Committee and in 2016 he became President of the National Council for Social Security Fund.
