Biography
Luo Shangcai, male, Bouyei nationality, is a native of Zhenning, Guizhou Province. He was born in l929, and joined the CPC in l954.
Luo has spent much of his career in Party positions in Guizhou Province, and in l983 became vice-governor of the province. He has also served as a member of the standing committees of the 8th and 9th NPC, and as an alternate member of the CPC l2th and l3th Central Committees.
