Meng Qiliang,male, Miao nationality, is a native of Duyun City, Guizhou province. He was born in 1957, joined the CPC, and attended the graduate school of the Central Party School of the CPC Central Committee. Meng served as a member of the standing committee of the Bouyei-Miao Prefectural CPC Committee of Qiannan until 1999. He is currently serving as vice-governor of Guizhou province.
