Mou Xuhang, male, Tujia nationality, is a native of Chongqing, Sichuan province. He was born in 1941, joined the CPC in 1959, and obtained graduated from junior middle school. Mou was elected deputy director of the Standing Committee of the People's Congress of Sichuan province in 1996. He was deputy to the 7th-9th NPC.
