Quan Shuren, male, Han nationality, is a native of Xinmin, Liaoning Province. He was born in 1930 and joined the CPC in 1949. He was alternate member of the 12th CPC Central Committee and a member of the 13th and 14th CPC Central Committees. He was also a member of the standing committee of the 9th CPC CC National Committee.
