Wang Fei, male, Han nationality, is a native of Shouguang County, Shandong Province. He was born in 1955, graduated from Shandong Oceanic College and started his career in State Oceanic Administration in 1978. From 1998 to 2004, he was Director of Environment Protection Department, and General Office Director of State Oceanic Administration. From 2004 to 2016 he was Deputy Director, State Oceanic Administration.
