Wang Yingfan, male, Han nationality, is a native of Tuquan, Inner Mongolia. He was born in 1942, and graduated from the Beijing Foreign Languages Institute. He held posts in the Chinese embassies of Ghana and the U.K., and he served as ambassador to the Phillipines until 1990.
