Xia Zanzhong, male, Han nationality, is a native of Anhua, Hunan Province. He was born in 1939, graduated from Beijing Normal University in 1962, and joined the CPC in 1965.
Xia Zanzhong spent the early part of his career as an educator at the Beijing Hui Middle School. After joined the CPC in 1965 Xia became involved in the Party in Hunan Province eventually serving as a member of the standing committee of the CPC Hunan Provincial Committee. In 1997 Xia became the deputy secretary of the CPC Central Commission for Discipline Inspection.
