Xiao Zhiheng, male, Han Nationality, was born in 1953, is a native of Xinhua County of Hunan Province. He entered the work force in 1968, joined in the CPC in 1970, and graduated from National Economic Planning and Management of the graduate School of Jilin University in 1995. He was Vice-Governor of Guangdong Province from 2008 to 2011. He is now a Standing Member of the CPC Guangdong Provincial Committee and in 2011 he became Executive Vice-Governor of Guangdong Province.
