Yang Deqing, male, Han nationality, is a native of Yingcheng, Hubei province. He was born in 1942, joined the PLA in 1963, and joined the CPC in 1964. Yang was promoted to the rank of major general in 1990, and promoted to the rank of lieutenant general in 1996. Yang was appointed political commissar of the Chengdu Military Region in 1999.
