Yang Jingyu, male, Han nationality, is a native of Xingyang, Henan province. He was born in 1936, graduated from the Beijing Institute of Foreign Trade, and joined the CPC in 1954. Yang has held important Party positions in the standing committee of the NPC, most notably as deputy director of the Commission of Legislative Affairs. In the 1990s he served as director of the Bureau of Legislative Affairs of the state council.
Yang Jingyu was a delegate to the 14th and 15th CPC National Congresses.
